RICHARD W. ROCKENBACH II

Richard “Rock” Rockenbach is an employment attorney and a certified mediator. Rock has 30 years experience as an attorney equally split between private practice and the government. He has been a certified mediator for 32 years. He is a retired JAG officer from the United States Air Force.  Over the course of his career, he has litigated many hundreds of cases and been counsel in more than 160 trials.  Among those trials are some of the United States Air Force’s highest profile cases including U.S. v. Witt, the only Air Force capital case to result in a sentence of death in the past 30 years in which Rock was a lead prosecutor.  He was also one of plaintiff’s counsel in Korb v. MSPB, the first reported case of agency liability under the Whistleblower Protection Enhancement Act.  He has demonstrated success in federal and administrative courts, with over 50 Federal Court, EEO, and MSPB proceedings to his credit. 

Mr. Rockenbach is acknowledged to be a subject matter expert in employment law with a specialty in Title VII, the ADA, Rehabilitation Act, ADEA and WPEA.  He is an engaging, experienced and well respected trainer who has lectured at the Air Force JAG School, Army JAG School, Air Force Civilian Personnel School, the Defense Equal Employment Management Institute (DEOMI), The George Washington University School of Law and the George Mason University School of Conflict Analysis and Resolution and has conducted hundreds of trainings for numerous federal agencies and private sector companies. 

Mr. Rockenbach brings a balanced approach to his practice having been a prosecutor and defense counsel in criminal matters; an employment law plaintiff’s counsel and agency counsel; and a neutral for employment related disputes.  Mr. Rockenbach is the author of “Air Force Compendium for Mediating Civilian Workplace Disputes”, Volumes 1 and 2 and “Alternative Dispute Resolution - It’s Place in the Spectrum of Conflict Resolution”, The Reporter, Air Force JAG Corps, September 2000.
